State of Florida Civic Literacy Exam

Welcome to the Civic Literacy resources and information guide. It provides a variety of resources, quizzes, flashcards, and other materials to help you prepare for the Civic Literacy exam to satisfy the requirement of Section 1007.25(4), Florida Statutes, and the Florida Board of Governors (BOG) mandate. The study materials include information on American democracy, the United States Constitution, landmark Supreme Court cases, legislation, and executive actions and their impact on law and society.

Florida Civic Literacy Requirement

Florida Statutes, Section 1007.25, states that every first-time in college (FTC) student initially entering a Florida College System institution or state university in 2018-2019 academic year and thereafter must demonstrate competency in civic literacy. The legislation defined the following as competencies in civic literacy:

  • Understanding of the basic principles of American democracy and how they are applied in our republican form of government;
  • Understanding of the U.S. Constitution;
  • Knowledge of the founding documents and how they have shaped the nature and functions of our institutions of self-governance; and
  • Understanding of landmark Supreme Court cases and their impact on law and society.

The Florida Board of Governors (BOG) Regulation 8.006 requires students to demonstrate competency in civic literacy through one of the following options before graduation:

  • Complete either POS 2041 or AMH 2020 (grade of C or higher)
  • Achieving the standard score on one of the following assessments:
    • U.S. Citizenship and Immigration Services Naturalization Test – Civics (U.S. history and government) with supplemental questions (score of 60 or higher)

    • Advanced Placement Government and Politics: United States Exam (score of 3 or higher)

    • Advanced Placement United States History Exam (score of 4 or higher)

    • CLEP American Government Exam (score of 50 or higher)
